中国山东网12月31日讯 新年前夕，山东省省长郭树清通过《走向世界》杂志和中国山东网，发表了2016年新年祝辞。全文如下：
岁序常易，华章日新。值此新年到来之际，我谨代表山东人民和山东省人民政府，向所有关心支持山东经济社会发展的香港同胞、澳门同胞、台湾同胞、海外侨胞和世界各国朋友，致以诚挚的问候和良好的祝愿!
刚刚过去的一年，在以习近平同志为总书记的党中央坚强领导下，山东人民齐心协力，开拓奋进，协调推进全面建成小康社会、全面深化改革、全面依法治省、全面从严治党，胜利完成了“十二五”规划确定的主要目标任务，经济文化强省建设取得显著成绩。预计全省生产总值达到6.4万亿元，人均超过1万美元，地方公共财政预算收入突破5500亿元，粮食总产937亿斤、实现“十三连增”。产业升级步伐加快，工业加快向价值链高端延伸，服务业增加值占比进一步提高。自主创新能力持续增强，全省企业国家重点实验室达到17家，国家工程技术研究中心达到36家，国家深海基地、青岛海洋科学与技术国家实验室等重大创新平台投入使用。政府管理、国有企业、农业农村、财税金融、投融资和收入分配等领域改革扎实推进，发展活力明显增强。与“一带一路”沿线国家经济合作深入开展，中韩自贸区地方经济合作示范区建设取得积极进展，外商直接投资和我省对外投资保持较快增长。教育、文化、卫生、体育等各项事业全面进步，人民生活水平不断提高。这些成就的取得，是全省人民辛勤劳动的结果，也与港澳台同胞、海外侨胞和国际友人的鼎力支持密不可分。在此，特向你们表示衷心的感谢!
“十三五”时期是我省在全面建成小康社会进程中走在前列的决胜时期。我们将深入贯彻落实创新、协调、绿色、开放、共享的发展理念，以提高发展质量和效益为中心，着力加强结构性改革，统筹推进经济建设、政治建设、文化建设、社会建设、生态文明建设，把山东建设成具有较强核心竞争力、显著文化软实力和更大生态承载力的省份。

Year after year, the world is changing day by day. On the occasion of the coming of a new year, on behalf of the Shandong people and Shandong Provincial People’s Government, I would like to send my sincere regards and best wishes to all the Hong Kong compatriots, Macau compatriots, Taiwan compatriots, overseas Chinese and friends all over the world who have rendered concern and support to Shandong’s economic and social development!
In the year that has just passed, under the energetic leadership of the CPC Central Committee with Xi Jinping as the General Secretary, Shandong people have made concerted efforts to make pioneering progress and coordinately accelerated the work concerning constantly building a well-off society, constantly deepening the reforms, governing the province by law and placing high demands on the Party. Shandong has completed the main goals and tasks set up in the “12th Five-year Plan” and has secured remarkable achievements in building a powerful province with respect to economy and culture. It is estimated that the GDP of the entire province of Shandong has hit 6,400 billion yuan. The GDP per capita has exceeded 10,000 US dollars. The local public fiscal budget revenues have hit 550 billion yuan. The total grain output has hit 46.85 billion kilograms, realizing a consecutive increase of 13 years. The pace of industrial upgrading in Shandong Province has been accelerated. Industry is speeding up to extend to the high end of the value chain. The proportion of the added value of the service industry has been enhanced. The ability of independent innovation has been continuously reinforced. Throughout the province, the number of national key labs in enterprises has hit 17. The number of national engineering technological research centers has hit 36. Some major innovation platforms, such as the National Deep Sea Base and Qingdao National Lab of Marine Science and Technology have been put into use. Reforms in the fields of governmental administration, state-owned enterprises, agriculture and rural areas, taxation and finance, investment and financing and division of revenues have gone ahead in a down-to-earth manner. The development vitality has been remarkably strengthened. Shandong’s deep cooperation with the countries along the “One Belt and One Road” has been launched. Positive progress has been made in the construction of a demonstration zone for the local economic cooperation in the China-Korea Free Trade Zone. Both the direct investment in Shandong from foreign investors and Shandong’s investment abroad have maintained rapid growth. Full progress has been made in the public undertakings concerning education, culture, public health and sports. People’s standard of living has been constantly improved. These achievements are the result of the hard work of the people of the entire province. They are also inseparable from the energetic support from the compatriots in Hong Kong, Macau and Taiwan, the overseas Chinese and our international friends. I hereby would like to express my heartfelt thanks to you!
The era of the “13th Five-Year Plan” will be a decisive period in Shandong’s course of constantly building up a well-off society. We will deeply implement the development ideas characterized by innovation, coordination, greening, opening-up and sharing. Take promoting the development quality and benefit as the core, we will make efforts to reinforce the structural reform and launch a coordinated promotion in economic construction, political construction, cultural construction, social construction and ecological construction so as to turn Shandong into a province with powerful core competence, remarkable cultural soft power and increased ecological bearing capacity.
Opening up to the outside world is the only way for prosperous development. We will enthusiastically promote the new turn of high-level opening-up, make efforts to create an international and law-based business operation environment, and build up an all-round, total-factor and wide-range opening pattern. We sincerely welcome friends all over the world to visit Shandong for communication, investment, sight-seeing and tourism. We are sure we can create a win-win situation together.
